WebCTRL is hold breath AFAIK. You can go to settings -> control -> View -> zoom in. (Zoom in is current ADS key, if there is Shift there, I recommend removing it) And settings -> control -> weapons -> hold breath if you want to apply your own hold breath key. E. Walk key is tied to hold breath. And yes, it's quite bad vanilla controls setup.
